With reference to my Confidential Despatch of
the 23rd. April and your reply of the 24th. Lay, I have the honour
to transmit copies of minutes by Mr. R. 0. Hutchison and Commander
C. W. Beckwith, dated the 26th, and 27th. June, and would suggest
that a reference might be made to Sir F. D. Lugard as to what
passed at the interviews in December last.

I may point out that Hir. Hutchison's appoint-
-ment as supernumerary Assistant Superintendent of Police was not
an acting appointment in the usual meaning of the term. A new post,
namely that of Assistant Superintendent of Police in charge of the
Detective Force, was temporarily instituted at a time of special
emergency and Er. Hutchison was appointed to it.
